GEO fails in organisations not because of tactics but because of ownership: nobody owns the channel, so gains evaporate when champions leave. This framework defines the operating model that makes GEO durable.
Ownership model
- Executive sponsor: accountable for AI visibility as a channel, reviews quarterly.
- Programme owner: responsible for the roadmap, budget and reporting cadence.
- Workstream owners: technical (crawlability, schema), content (answer cores, evidence layers), authority (PR, citations), measurement (monitoring, reporting).
- RACI: every decision in the programme has a named responsible party; none default to committees.
Process controls
- Content release gate: new content ships AI-ready by default — answer-first structure, entity consistency, schema declaration checked before publish.
- Change discipline: technical and content changes are logged against the measurement instrument so effects are attributable.
- Model-update response: a documented playbook for re-validating visibility after major engine updates, with owner and timeline.
- Quality bar: the E-E-A-T and citation readiness criteria applied to everything that ships.
Budgeting
Programme cost is the sum of tooling, internal time and agency or specialist spend — budgeted against the ROI framework with measured inputs. Annual review reallocates between workstreams based on the attribution review, not on fashion.
Controls and boundaries
- Ethics boundary: no manipulation tactics; the prompt injection and ethics screening in the vendor checklist apply to every vendor and partner.
- Entity governance: one owner for brand naming and entity consistency across properties; changes route through them.
- Reporting discipline: monthly measurement, quarterly reviews, annual ROI statement — all with raw data retained.
Maturity integration
This framework operationalises Stage 4-5 of the GEO maturity model. Organisations below Stage 3 should not adopt full governance — they need measurement first. The strategy service designs governance fit for your stage; consulting helps implement it.
